AVDC keeps Council Tax proposed increase low despite pressure on budget

Council on target for low tax increases
A council tax rise well below inflation is being put forward by Aylesbury Vale District Council in its draft budget proposals for next year.
Cabinet members met on 2 December to agree a provisional budget which proposes to reduce the increase in the district council’s tax charge from four per cent this year to two per cent for 2009/10, well below the current rate of inflation.
The proposed rise of two per cent in the district’s council tax charge is an increase of £2.53 per year for an average Band D property, or some five pence per week.
This will take the district’s share of council tax for a Band D property to £128.57 per year. AVDC’s share of the bill is added to by the county council, parish and town councils and the police and fire authorities.
A two per cent council tax increase is being proposed despite another low government grant increase. It was announced this week that the council would receive an increase of just 1.1 per cent.
AVDC has identified a potential £1.7 million in efficiency savings for the next financial year, minimising wherever possible any impact on front-line services. Substantial savings will be made on salaries through a series of restructuring plans, retirements and not filling existing vacant posts.
This year’s budget process has been made even more difficult by the global credit crunch, which has created a £482,000 shortfall in expected revenue income. Two income sources hardest hit are fees for land searches and planning application fees.

Direction of Housing Growth at Aylesbury - Public Consultation Closes on 12 December 2008
Aylesbury Vale District Council started a major public consultation at the end of October about where 10,000 new homes should be built around Aylesbury by 2026.
Three options are being considered as part of this consultation:
• Eastern growth arc
• Southern growth arc
• Combined east and southern growth arc
There is still time to comment if people wish to do so. AVDC must receive all comments by the end of Friday 12 December 2008 and they can be submitted by post or via the council’s website.
All comments will be taken into account before the council submits its proposals to the government next year.

Free Home Energy Report available from AVDC

Free Personalized Home Energy Report

The Council, in partnership with the Energy Saving Trust (EST) is offering a free (Funded by Government through the EST) personalized home energy report.
Letters were sent out today (3 December) to 25,620 Aylesbury Vale households enticing them to complete a Home Energy Check questionnaire. The addresses have been selected using EST’s market segmentation data which identifies:
• Those receptive to energy saving
• Those receptive to a climate change message
• Those with a willingness and the means to act
The report will demonstrate how householders can reduce their energy bills and help fight climate change. It will also indicate the energy efficiency of the resident's home on a scale of A-G. The most energy efficient homes, which should have the lowest fuel bills, are in bands A-C.
The report will also give practical advice on how to save energy to improve a home's rating and at the same time lower fuel bills.
For a free personalized home energy report, residents need to fill in the form enclosed with the letter and return it in the freepost envelope provided. Alternatively, they can complete it online at www.energysavingtrust.org.uk/check and get their results instantly.
By completing the home energy check you'll help the Council collect data on reducing carbon dioxide emissions in the council area and understand where to carry out future energy saving projects.

Update on East-West Railway

I have taken a close interest in the progress of the plans for the East-West railway from Oxford to Bletchley, which runs through the Claydons. Stage 3 of the planning process is well advanced, and an updated report is available on the East-West Rail website. Key dates in the timetable are:

• Award contract for next phase - By end November 2008
• Surveys to Commence - January 2009
• Phase 1 Complete (GRIP 3/4)- By end April 2009
• Design Specification Fixed - By end May 2009
• Commencement of Phase 2 (GRIP 4) - By end June 2009
• GRIP 4 Review and Commission complete - By end December 2009

Thus, by the end of December 2009 the work specification and planning for developing the chosen option should be completed.

From the East-West Rail Oct 2008 update (full version on website):

Regular liaison between the project and the rail industry has been a key element of work during the development of the brief for the next phase. As a result of ongoing discussions the following additional design elements will be evaluated to GRIP 3during the next phase in parallel with some essential topographical survey, geotechnical investigations and structural assessments of existing earthwork embankments and bridges.

(i) Strategic Freight Route
The route between Oxford and Bletchley has been identified by Network Rail as a potential strategic freight route if there were to be some gauge enhancement of the Midland Main Line north of Bedford. This requires the re-opening of the former freight line from Oxford to Bletchley.

(ii) Inter-Regional Passenger Services
The western section of East West Rail could provide an alternative route to bypass the congested rail network around Birmingham for north-south Cross- Country passenger services.

(iii) Bletchley to Bedford train services
Certain aspects of the Promoter’s base case option, namely the section of existing railway between Bletchley and Bedford, will be incorporated into the commission as a provisional item. This is due to uncertainty surrounding the level of train services that may be required by either the potential Eco-Town at Marston Vale and/or the partnership of local authorities within Bedfordshire.

(iv) Oxford to Marylebone train services
Consideration is to be given to an Oxford to Marylebone service routed via High Wycombe with a new cord at Bicester. It is likely that this would be 2 trains per hour service and the proposal is being promoted by Chiltern Railways, as their Evergreen 3 scheme. This proposal may lead to improvements at Oxford Station enabling train services to make use of the disused parcel bay platforms. To avoid duplicating development work, MKP and the East West Rail Consortium have signed a Memorandum of Understanding with Chiltern Railways that will see the East-West Rail requirements west of Bicester developed as part of Evergreen 3, should Chiltern Railways be given the go ahead by DfT Rail.

Aylesbury Area Education Plan

The following information about the Aylesbury Area Education Plan has been circulated by Bucks County Council. A public consultation is taking place about the future of education in our area. Please take this opportunity to make your views heard.

AYLESBURY AREA PLAN

I am writing to let you know about an important consultation on education provision in the Aylesbury Area.

All over the country, local authorities are reviewing the way their schools are organised. In Buckinghamshire the challenge is characterised by a decline in pupil population in some areas, whilst in other parts of the county the expansion of new housing will mean a need for more school places.

The County Council has therefore started a programme of seven Area Plans, starting with the Aylesbury Area. These plans will in time cover the whole of the county, highlight the current situation, show future projections and put forward options for addressing the identified issues.

We are very keen to consult with as many individuals, groups and partners as possible to gain their views on the options in the Aylesbury Plan. Whilst this may not directly effect all recipients of this letter, we felt it would be helpful to inform you of the consultation, in light of the proposal to roll out plans for the rest of the county in the future. I would therefore encourage you to go on line at:

Drain on Challoners Hill needs replacing - Bucks CC

I arranged a meeting with the local Winslow transportation office of Bucks County Council recently in order to discuss the state of the roads in the Claydons.
One matter of urgent concern is the state of the surface water drain running down Challoners Hill.
The depression in the road outside the Village Hall at the top of the hill is due to a collapsed drain, and the County Council say that the whole drain needs replacing at a cost of £ 240,000. They are looking to phase the work, doing a stretch at a time.
Hopefully when the work has been completed this will tackle the problem of flooding on West Street outside the Co-op and opposite the Fountain pub.
I shall certainly be following this up.

Update on Energy from Waste initiative

A new update from Bucks County Council on the Energy from Waste initiative was sent out in November. Tenders for the new waste processor will be submitted to the County Council on 12th Jan 2009.
The 2 remaining bidders for the contract are Waste Recycling Group (WRG), who are proposing to build the facility on the existing landfill site at Calvert, and Covanta Energy, who are proposaing an out-of-county site at Rookery Pit, near the former Stewartby brickworks in Bedfordshire.
Both bidders are very aware of environmental constraints and impacts on local residents. If the Calvert site is chosen, the County Council has pledged that a new access road from the A 41 will be built to take lorries away from the villages. Your local councillors will certainly ensure that your views and voices are heard.

Liberal Councillor in Aylesbury joins the Conservatives

A Former Lib Dem Mayor of Aylesbury Town has left the Lib Dem Party to join the Conservatives. Cllr Denise Summers who was Town Mayor 2004-2005 currently represents the ward of Elm Farm and Mandeville on the Town and County Council. In a statement Denise Summers said:
“This was a decision which I thought long and hard about, and I don’t make it lightly.
When David Cameron became leader of the Conservatives he described himself as a Liberal Conservative and that's very much how I see myself. But I needed to be convinced that he could change his party, and now I am. This was highlighted at the recent Conservative Party Conference which persuaded me that he is a leader who has changed his party, and will change this country.
I see these changes at a local level as well, and am deeply impressed by the work which the newly elected Conservatives Cllrs and Conservative campaigners across the town are carrying out. They are putting into action locally, what David Cameron talks about nationally. Initiatives such as litter picks, street surgeries to chat to people, fundraising to provide bikes for our PCSOs, holding Forums to allow people to talk about what matters to them, and actively and vociferously standing up for residents.
I joined the Liberal Democrats because I wanted to be involved in the community, I wanted to help out my community. Now, the people who are doing that in Aylesbury - in positive and progressive ways - are the Conservatives. And nationally, the people who are holding the Labour Government to account and offering real plans for change are the Conservatives.
That is why at the next County Council election, I will be fully supporting the Conservative
candidate, Brian Roberts, for the Elm Farm and Mandeville ward. He has shown at District Council level the skills, compassion , drive and enthusiasm needed to stand for County Council, and should he be fortunate enough to be elected to serve Elm Farm and Mandeville, I have no doubt that he will prove to be an excellent County Councillor and be able to get things done, as he is already doing on the District and Town Council at the moment.

We welcome her very warmly to the Conservative Party.”
Sue, Phil and Brian, District Councillors in Elm Farm and Mandeville said, “We are delighted that Denise has joined the team, and also that all the hard work we have been putting into the area in the last 2-3 years has not gone unnoticed! We feel we have been making real progress and getting things done which badly needed doing, not just in our own ward but across Aylesbury – so it’s great that others have seen the improvement too!”
Denise’s move from the Liberal Democrats to the Conservatives echos others across the country. On Thursday (23rd) two Liberal Democrat Councillors from Shrewsbury and Atcham Borough crossed to floor to the Conservative Party, and on Friday (24th) a councillor for Harrogate council did the same, taking the Conservatives there into overall control.

Aylesbury Vale District Council • Designated Public Places Order

Designated Public Places Order

A number of areas in Aylesbury Vale have been identified by the Community Safety Team, Thames Valley Police and AVDC Open Spaces Team as having issues with public drinking and drink related incidents. This includes an area of Steeple Claydon (details below)

AVDC has made Orders (Aylesbury Vale District Council (Alcohol Consumption in Designated Public Places) Order 2008) to designate lands as public places pursuant to the provisions of the Criminal Justice and Police Act 2001. The proposed Order will apply the provisions of section 12 of the Criminal Justice and Police Act 2001 to a number of public spaces within the district of Aylesbury Vale pursuant to section 13 of the Criminal Justice and Police Act 2001.

The effect of the proposed Order is to grant the police the power to require a person in a designated area not to consume alcohol and to surrender opened containers containing alcohol. It is not intended to implement a comprehensive ban on drinking in the open air but rather to eliminate anti-social drinking and the associated nuisance, annoyance and disorder. The following places are excluded from the Designated Public Place Order.

a) Premises where a premises licence or club premises certificate is in force to serve alcohol under the Licensing Act 2003 and places within the curtilage of these premises (e.g. pubs, clubs, restaurants, off-licences).

b) Premises where the Council hold a premises licence or the premises licence is held on behalf of the Council which authorises the sale and supply of alcohol – NB the order will not apply only at times when alcohol is being served under the licence and 30 minutes thereafter.

c) Premises subject to a Temporary Event Notice under the Licensing Act 2003 – NB the order will not apply only at times when alcohol is being served under the licence and 30 minutes thereafter.

d) Places where the sale or consumption of alcohol is permitted on public highways under s. 115E of the Highways Act 1980 (highway related uses).

Bucks Waste Partnership Household Survey

Bucks Waste Partnership are carrying out a doorstep survey throughout
Buckinghamshire during September. A company called MEL have been
contracted to carry out the surveys and will be working in all 4 Districts of the
County.

The team will be wearing logo MEL t-shirts and have MEL ID badges and
will explain that they are working on behalf of the Bucks Waste Partnership.

The types of questions that will asked are to do with food reduction,
shopping habits and recycling habits.

Farm thefts
Unfortunately farm thefts are on the increase. Please ensure you call the 0845 number with any
information regarding unknown or suspicious vehicles or persons. We need to know any information you have as we may be able to assist you in getting your items back, following a theft. We would also like to make you aware that there are thefts of diesel occurring in the area, so please make sure that your supply is sufficiently secured. Farm thefts don’t just have to include machinery, it can involve horse tack too. We offer a free service to mark any tack, with your postcode. If you require us to come and visit you to do this, please give us a call on 0845 8 505 505 and we can make an appointment to do this for you.

DPPO – Designated Public Place Orders
You may have noted from the local press, that Winslow and Steeple Claydon are soon to be
Designated Public Places. This means that the Public will no longer be able to drink in public areas. These Orders are there to help reduce the amount of alcohol-fuelled Anti-Social Behaviour within Winslow and Steeple Claydon.

Thames Valley Police are encouraging their Neighbourhood teams to base themselves within their communities. To this end the Buckingham South team is looking at opening an office in
Winslow. Watch this space – we will keep you posted!!

SkyWatch

SkyWatch is a relatively new watch scheme that is ideal for assisting to locate stolen horseboxes and other large items such as horsetrailers and caravans which get stolen on a regular basis. As we have links with TVP’s HorseWatch, we are promoting the use of letting and numbering, similar to those seen on the roof of a Police vehicle. We recommend the use of your postcode. This means that once we have had notification of stolen equipment such as a horsebox, we are able to call on SkyWatch to go up in the air and have a look around the vicinity to try and locate the vehicle. Crime Prevention

As the Winter is within reach, we are urging people to have a look at their home security. By this, we mean making sure you have adequate locks and chains on the door and also making sure that your doors and windows are locked when you leave the house and also at night.

Update on Energy from Waste initiative

The County Council have sent out an update on their Energy from Waste programme in August, with significant implications for the Calvert waste plant. Two of the three companies selected to tender for the new incinerator plant have been asked to proceed to a final tender. They are:

1. Covanta Energy - proposing an out of county site
2. Waste Recycling Group - proposal to develop their existing landfill site at Calvert

See the County Council website for more details. This includes the Minerals and Waste Local Plan and the Minerals and Waste Core Strategy. There is also a detailed Q&A section which will be added to as the process continues.

Bucks CC stresses that modern incinerators must conform to very stringent emission control standards and the power generated can be used or sold to benefit county council tax payers.

The final bid will be selected by the end of the year.

I am in close communication with my colleague Cllr Jackie Phipps (Marsh Gibbon) over these proposals, and we are agreed on the need to insist on improved road and rail access if the Calvert option is selected.

Romer Wood bridleway preserved

The news has recently come through that the appeal against the decision of the County Council not to upgrade the bridleway through Romer Wood near Botolph Claydon ('Three Points Lane') has been rejected by the Department of the Environment, and the County Council's original decision upheld. This is very good news, as it will preserve the character and environment of this important local area of woodland, part of the ancient Bernwood Forest. I for one am glad that our country walks with the dog through this lovely area will not be disturbed.

Sun shines at Village Fair





The weather was kind for the Steeple Claydon Village Fair on 12th July, held in the Recreation Ground. The theme was 'Cowboys and Indians' and a circle of wigwams added to the effect.
There were Wild West themed sideshows, including a shooting alley and bucking bronco and many excellent cowboy and indian costumes. Despite threatening clouds in the morning, the weather stayed fine and a great time was had by all. A special mention must be made of the Steeple Claydon Local History Society, who presented an excellent display of old photos and archives relating to village history.

Steeple Claydon Village Fayre 12th July

The annual Steeple Claydon Village Fayre takes place this Saturday 12th July in the Recreation Ground, starting at 12.00.

As in previous years, the day starts with a parade through the village starting at the Langston and Tasker coach depot on Buckingham Road at 11.00am. The parade finishes at the Recreation Ground around 12.00pm (when the floats and groups are judged) and then the Fayre begins.

There will be plenty of stalls, attractions, games and refreshments and it should be a great day out. Let's hope for a sunny day (it's been raining here continuously all day, so we're due for one)

Message from Thames Valley Police: Country Watch

The following warning message has been circulated by Thames Valley Police:

Thames Valley Police are warning all owners of rural property to be aware that the theft of oil and diesel is on the increase, as well as quad bikes, power tools, hay and animal feed. The police ask that you report any suspicious vehicles in your area, with the make, colour and registration plate where possible, as well as a description of occupants. Be suspicious of anyone who cold calls asking about vehicles/animals for sale, lost dogs, grazing/livery enquiries, or selling any equipment/tools from the back of a van. Asking people to call back to see "the owner" at a more convenient time will sort out the genuine callers. Please phone any information to the police non-emergency number 08458 505505. If a crime is in progress, phone 999.
In a recent incident near Henley, two Irish males twice tried to sell power washers to a yard owner, and took a lot of interest in her horses. The vehicles involved were a red van and a maroon transit type van.

New Stage for East Claydon Village Hall

I was very pleased to be able to report to the East Claydon AGM in May that the District Council had approved a grant of £ 750 towards a new flexible stage for the Village Hall.
This will be a great facility for future concerts, functions and events, and will save having to borrow the stage from the School in future.
I was very happy to write a letter in support of this application, and am delighted that it was successful.

Vicarage Orchard Cleaned Up



It is great to see the new improved Vicarage Orchard after the excellent clean up operation organised by the Parish Council. It is once again a great asset to the village and I hope that it will be respected and well maintained.

I hope also that the new dog bin which the Parish Council has recently installed will be well used (107 bags of dog waste were removed during the cleaning up operation).

As you can see, I have been practising what I preach (my Cavalier King Charles spaniel's name is Lucy).

East West Railway


The signals may be changing at last for the East West Railway, which has been under discussion for longer than many of us care to remember.

Stage 3 of the proposal for the Western (Milton Keynes - Oxford) section of the line was completed in January. 2 possible options were proposed:

- the 'regional rail' option: direct from Oxford - Milton Keynes and on to Bedford with no stops

- the 'local rail' option: hourly services Aylesbury - Milton Keynes and Oxford - Milton Keynes
both with a stop at Winslow, and hourly Oxford - Bedford with a stop at Newton Longville.

The cost of the Aylesbury spur was considerably less than previously anticipated.

AVDC has expressed a strong preference for the second 'local rail' option.

The next stage, Stage 4, will progress one proposal to an outline design for the infrastructure with detailed plans for construction and operations, and the East West Rail Consortium hope that it will be possible to begin the work this summer.

Romer Wood Appeal

As readers of this blog with long memories will remember, last May I referred to an application by the Trailriders Association to upgrade a bridleway through Romer Wood and some of the adjacent woods south of Middle Claydon ('Three Points Lane') into a 'byway open to all traffic' so that they could use it for motorbike trailriding. This has gone on appeal to the Department of the Environment who were supposed to have made a decision by February, but we are still waiting. More news when I get it.

Calvert Waste Plant Consultation

The Calvert landfill site lies just ouside the parish and ward boundary, and the current discussions about the future of the site are of great concern.
The latest Waste Strategy consultation document produced by Bucks County Council gives 2 alternative proposals, both of which involve the building of a new waste treatment facility at
Calvert. The most likely type of facility is a waste incinerator which would also generate electricity which could be channelled into the National Grid.
The incinerator would be environmentally preferable to the current landfill site, as it would reduce the amount of harmful methane produced, which is one of the worst 'greenhouse gases'.
Also the ash produced from the incinerator could be used for road construction material and
housing blocks. It is good to think of Calvert producing bricks again.
The 2 proposals are:

- One site at Calvert for North Bucks and one at Wapsey's Wood (near Beaconsfield) for South Bucks, both handling municipal and commercial waste

- Two sites as above, but one dedicated to municipal waste only, and the other dedicated to
commercial waste.

The first option (handling both types of waste) would obviously reduce the number of miles required to carry the waste to the two sites.

There is a public meeting to discuss the proposals at Calvert Green Community Hall, Cotswold Way, Calvert on Thursday 17th April at 7.15 pm.

At the public consultation meeting in Aylesbury last Tuesday, the issue of the need for a new link road from Calvert to the A41 to handle the additional vehicles was raised, and the preferred option is for a new road to run adjacent to the existing railway line which already takes 'bin liner'
waste trains to Calvert.

Improving Vicarage Orchard


Vicarage Orchard could be a great amenity for the village as a sanctuary for birds, bats and butterflies as well as a welcome oasis of peace and quiet in the centre of the village.

Unfortunately it has not always been fully respected and I am sorry to hear that there has been a particularly bad outbreak of litter recently, particularly with bags of dog waste. The Parish
Council recently purchased a dog bin at considerable expense, which has been put on the fence at the top of Vicarage Orchard along Vicarage Lane, and it is a pity that not everyone is using it.

I am glad to hear that the Parish Council are planning a 'clean up' operation for Vicarage Orchard in the near future to clear the rubbish and cut the brambles back so that it can once again be a pleasant feature of the village.

The handrail is up !


I am delighted to report that the handrail outside the Doctor's surgery on Challoners' Hill has now been put up by Bucks Highways. Many people have said how delighted they are with it, and I am pleased that it was put up before the recent cold spell.

I hope that pedestrians will find it useful.

Giving our villagers a helping hand

I am aware that the date on which the County Council was due to fix a new handrail on the corner of Challoner's Hill and Vicarage Lane has passed (7th Jan) and the work has not yet
been done.
Please rest assured that I am pursuing the Highways dept. to find out the cause of the delay
and when it will be completed. We are lucky that it has been a mild winter so far and the
pavement has not been too slippery.

Among other issues relating to roads around the village which were raised at last Tuesday's
Parish Council meeting are:

- uneven road surface on West Street opposite the Fountain Pub: water collects in the road
whenever it rains

- problem of cars parking on the corner of Buckingham Road and Sandholme where 3 accidents
have already taken place
